He decided it made more sense to try and get Biff out of here first. Biff had followed him here.
He was able to sneak forward, and he found Biff being worked on by a set of the workmen. He still didn't see the sources of the voices. He figured they had to stand out from the crowd.
He couldn't see all of Biff from this angle, but he could see that the workmen had shaved Biff's short cropped hair and were attaching some sort of wig to it.
Jon decided that, rather then ending up captured like Biff, he needed to wait till they left him alone to attempt a rescue.
