From what I understand, this site is in flat text files. No database. And perl scripting. Very simple...every few years there is talk of someone working on a new engine...but it doesn't go many places.
The likelihood of changes to the review system is slim. I'd be interested in seeing what it actually looks like and playing with it someday, but the simplicity of it is some of its charm.
