Hmm... To say sorry without owning up isn't much of an apology but it makes sense. I suppose she can deflect the apology in some way that she is sorry for what happened to her race and to Jon, perhaps imply that she wishes she had more company as a sphinx rather then apologising for condemning her?
Either that or simply say she is sorry and imply it's because of some destiny the last of the sphinxes must have? That she left a task only she can do and build it up as something? Something like that maybe.
Essentially an apology and lie by omission.
