I thought it was intended to encourage authors to add to popular chapters, and know what was going down well.
I must confess I had no idea that we could help identify spam by giving it a rating of 1. If something looked like spam, the odds are I wouldn't click on the link, I just didn't want to challenge my anti-virus more than necessary.
Besides, why would you go to a chapter that looked like spam.
All that being said, surely it would be good to see such a system working.
