"So, the two of you are going to be by that statue there, guarding it. We originally were going to do this at the houses, but we thought the park would get more traffic. You two will be guarding that water fountain over there."
Biff and Jordan took the status, with Heather and Jack near the water fountains. The rules were that no matter what happened, they just had to stand there and guard their target.
This left Heather and Biff alone with their thoughts...and being unable to talk about them. But noticing things as they watched Marty and a few others he encouraged try to distract them or get them to react.
After Marty tried to make funny faces, talk to them, he started to try something a bit more aggressive. He sauntered up to Heather. "You're really cute," he told her.
