I, the Stone, am not the only being in Lake Point capable of granting wishes. There is, in fact, a very powerful Genie of the Ring here as well, currently bound to the service of one Jennifer Taylor: you may know her as Sarah Taylor. These two are not in fact twin sisters, as you've been led to understand before: the latter is a very ancient spirit, that once upon a time was a sorceress deemed too powerful and too dangerous to be allowed the freedom to simply do as she pleased. She chose to become a Djinn as penance for her crimes against nature, and as a result is now obligated to grant 3 wishes each to 1,200 unique Masters before being restored her freedom.
Naturally, this is only her goal in the very, very long term. For now, she and Jennifer have a gentleman's agreement that the latter will not use any of the 3 wishes she's owed unless she absolutely must. Sarah's only allowed a physical presence on the material plane when the Ring is bound to an active master, and that binding terminates once the 3rd wish is granted. So, since she wants to be out and about and enjoying Earth for as long as she still can, she has an interest in putting off the granting of the 3 wishes as long as possible. In return, still being bound to Jennifer, she'll still do low-level magical favors for the latter, as powerful as she can get away with without violating her parole (Genies have a fairly stiff Code of Conduct that, when violated, usually results in more Masters appended to their sentence as a penalty). The whole identity of Sarah Taylor as Jennifer's twin is of course a fabrication the djinn conjured up to facilitate that; it means Sarah gets to enjoy the world as typical teenage girl for the time being, and Jennifer has a valid excuse to keep her close to hand at all times (not that Sarah is allowed to go far from her Ring anyway, nor are either of them capable of taking it off of Jen until she's made her wishes). Besides, Jennifer's pretty content with her life anyway; there really isn't any need for the big, dramatic wishes in her life as it is now, the way she sees it.
