This is often a reason to avoid omnipotence and omniperception especially for caring characters. I fear trying to defend non interference is itself an issue. (Oh tangled weaves...)
May I offer one thought? What if they can't interfere precisely because Ricky would be obliged to defend Jeff until she understands how to resist. Enough that a direct confrontation is to be avoided for now.
It's simple, plausable, and In keeping with the sympathy of the characters.
