Magic is just the concept of something that is unexplained or cannot be explained at this particular moment, everything was magic before it was something, Physics was magic and then it was researched into and it became Physics instead of magic.
For every right there is a wrong, every up, a down. This particular magic in question was just a conversion and replacement of energetic sources conglomerated into each "body" and "soul". The body was "magic", and then it became the body. The soul was "magic" prior to becoming the soul. Jay was correct. This "magic" could be explained, he just hadn't come across the concept of the explanation, in theory, he never would and definitely not now she had other concerns.
A wise and some what crazy man once found out a little about this type of magic, but took it in a different direction (One of many correct directions). It may not have occurred to Ms. Holloway or she may have ignored it but one thing is for sure, one of the fundamental theory's for this type of "magic"... For every action there is an equal and opposite reaction....
There was no reaction to this, there was a problem and Ms. Holloway provided a solution but in turn left a hole (several in fact)... a space...where an equal and opposite reaction should have occurred but hadn't.
The world was now wrong, It needed a fix, problems like this had occurred before...probably...Its undoubtable that they had, "magic" attracted the power hungry and led to mistakes... The mistakes spiralled out of control and reached a point where they fixed themselves, this was how the world evolved to fix itself. And in turn these mistakes would indeed fix themselves over time. But would these "holes" and mistakes have enough time to fix themselves or would another powerful "magic" fix it for them....
The new potential cheer group was correct.
