This isn't a case of the gods "deciding how best to show up". The assembly isn't a decision they made to reveal themselves, let alone a venue for them to do so. In fact, the most likely chance is for them to decide in the Assemlby NOT to reveal themselves.
It's actually a case of them deciding whether or not to reveal themselves at all (and, again, they likely WON'T reveal themselves, at least not right now), and what to do now that they woke up to see a world world is MUCH different from the one in which they went to sleep.
