When Biff raided the closet in Lucy's apartment, he didn't notice that he was actually taking out clothing belonging to two people, since Vanessa and Clair both put their outfits into the same closet. So after he put on the clothing, he was actually taking the place of both the twins, not just one of them.
As Biff descended the stairs (looking quite odd, wearing a dress over his muscular body, but of course no one noticed), Vanessa and Clair suddenly felt disinterested about whatever Joni and her friends were talking about, then they walked away and out of the club altogether. They needed new clothes and they knew exactly where to get them, even though this town was virtually unfamiliar to them.
"Girls, I'd like you to meet my cousin Biff," Lucy said. She paused, briefly, feeling like she had already introduced her cousin to Joni and her friends, but then shook off the sense of déjà vu. Biff hadn't met them before now, she was sure of it.
"Glad to meet you," Biff said, with a somewhat deadpan voice. But despite how he talked, he seemed genuinely glad to see Joni and her friends.
"How would you like Joni and her friends to show you around town?" Lucy asked him.
"Is there even anything worth seeing in this town?" Biff asked.
"A few places," Linda said. "But don't worry. We'll show you all the places that aren't shit."
Biff nodded, glad that he had guides that knew this town better than he did. Although, for some reason, he felt like this town wasn't as unfamiliar as he thought. But that couldn't be, right? He had only been to this town once before. And that was a few years ago. Wasn't it?
