To my annoyance, that doesn't quite work. It should do, but doesn't ;(

I think the root problem is that the website is either telling the browser that everything is UTF-8 encoded, which seems to be wrong, or simply not telling it anything and firefox is making an assumption. It only seems to affect older pages. Opera is also affected but with a different character shown.

Interesting, the older pages that are showing the problem seem to be using smart quotes, while the newer ones use normal quotes. That's the problem. Changing the character encoding to western overrides the default and fixes the problem.

It could well be that the pages with this problem were created in a word processor and imported, which can cause this issue unless smart quotes are disabled. I seem to recall having this problem myself at one point, on this very site.

The permanent fix is probably a script to go through all the pages and strip out smart quotes and similar things, reverting them to standard ASCII, or a meta tag to force western encoding, which should have the same result.

Perhaps when the site is migrated to the new server this could be fixed?

Oh well, for the moment my first suggestion of the character encoding widget does work, you just have to do it for every page.
