In Lucas's case, she's way more pissed at Makepeace (for, well, in-story acting precisely like the stereotype she often has of soldiers) than berserk at all militaries per se.
What I'm doing here is explaining things from Lucas's perspective (heck, the talk she'll have with the Brazilian government if and when she finds out they let them spy on her will be huge. IF she finds out. :P )
