Jon decided to punish Biff Meadows first. He was the captain of the football team and the hottest guy in school, according to most of the girls. But besides those redeeming qualities, he was a jerk and a bully. He seemed to take pleasure in condemning others, like Jon and his friends. Just because he was muscular and sexy and popular didn't mean that he had to be so mean.
