I agree with your notion as well! That is actually where this is mostly heading.
There are 5 phases to the infamous five story.
In this first phase which I just finished, something strange begins to happen, and people are forced to deal with it as it keeps getting closer and closer to home. I realize many people won't like my ending to part one or won't like some of the changes, which is why I split the episodes for people to create their own versions. I would like the infamous five to "catch on" and have people make the stories of the changed characters and make new stories of their own.
Phase two has the city wide changes becoming commonplace. A whole town will suddenly become different from the town next to it. The ratio of mods to normals begins to shift. In this phase the story of the narrator is a wife and mother trying to shield her family from an ever more bizarre world.
Phase three is a generation down the road, where nearly all people are modded. All the crazy new people try to mingle and get along given everybody's new forms. This story is narrated by a young college man who wades through the very VERY diverse dating pool of all the various students from around the country arriving on campus.
Phase four goes back in time to the near beginning and is told from the POV of the federal agents assigned to track down the infamous five. (this is the least developed phase I have, it is mostly a way to have more tranformee stories told "up close" as the agents track the wake of chaos left by the five's devices)
Phase five is where we actually meet the infamous five. They may be infamous, but I'm not mentioning anything about them specifically until later. The whole story is told from their point of view starting at the very beginning when they make the discovery. I am planting twists is the other phases that are going to be revealed when the five tell their story. I'll give a hint that one of the five was seen during the first phase of the story!
