It's fairly logical.
Witness a none-too-bright guy that's blinded by both fear and rage at something "otherworldly". Heck, Lucas didn't pull a gun on him, though she might as well have. So, it's not illogical at all to have him do weird stuff.
Re: timing, it's easy, we just have it "have happened" earlier or whatever. The episode is GOOD. :D
Incidentally, I'm thinking of a sequence where Lilly sees Julian's, for lack of a better word, unwise attempts at obtaining power. He chases after her and she actually wins against him. All of these facts would be helpfully filmed by someone (maybe Lucas herself)...
The problem is it MIGHT get things into humiliation conga territory, but the main issue is, well, Julian so far did nothing but deserve such. ;)
Then there's the Razor guy, but that's something else :)
