I don't know if I count as a serious writer, but I disagree. I don't see why any of your stories merit a one, but your entire statement here is a logical fallacy. One doesn't have to be capable of performing to be able to judge the quality of a performance. Or do you insist that all film critics also be directors? Or that you only pay attention to book reviews by published novelists? Or that one cannot decide that whether or not they've enjoyed a meal unless they're a chef?
Ok that's all the ad absurdum stuff I can come up with right now. But you get the idea.
